MONTERRA RANCH, Monterey County — October 30, 2026. A financial and infrastructure matter involving York Highlands, a re-subdivision of Monterra Ranch, returned to the Monterey County Board of Supervisors on June 10, 2025. The Board adopted a resolution accepting a reassignment of a prior partial assignment of a deed of trust and related interests under a subdivision improvement agreement.
What was the official decision?
The official file A 25-175 identifies the earlier deed-of-trust assignment as Document No. 2021017449 and the subdivision improvement agreement as Document No. 2012031807. The adopted action authorized the board chair to execute the reassignment and directed the clerk to send it to the recorder.
The development area is described as south of Highway 68 near York Road. According to the public staff discussion, the county originally approved a combined development permit in October 2011 for York Highlands to reconfigure 24 residential lots in parts of Monterra Ranch phases 6, 8 and 10. The original project included a subdivision improvement agreement covering infrastructure work.
Why was a deed of trust involved?
The county’s report describes a historical dispute over payment for certain subdivision improvements and an arrangement involving contractors and security interests. A deed of trust can secure obligations associated with an agreement, but the reassignment action should not be interpreted as a new building permit, an assessment against every Monterra homeowner or proof that a contractor remains unpaid today.
What should residents verify?
Homeowners seeking the current status of roads, utilities or common facilities should request the recorded reassignment, the operative subdivision improvement agreement, any release of security, any final public acceptance and the recorded subdivision map. The adopted June 2025 resolution identifies a formal board action, but California58 has not independently confirmed completion of every improvement or a particular property owner’s liabilities as of October 2026.
